Health Readiness Contracting Office, 2199 Storage St Bldg 4197 Ste 68, JBSA Ft Sam Houston, TX 78234-5074 The Health Readiness Contracting Office intends to solicit and award a Firm-Fixed Price contract with a base year period of performance from 15 February 2026 thru 14 February 2027 plus three 1-year option periods for a total contract period from 15 February 2026 thru 14 February 2030. The Contractor shall provide the non-personal services of one (1) full-time equivalent (FTE) IT Healthcare Support, computer software specialty technician licensed to perform / provision continued maintenance, cybersecurity upgrades and certification/compliance (i.e., Enterprise Mission Assurance Support Service, eMASS) renewals, modifications, and enhancements to the web- enabled ELMS in accordance with the Performance Work Statement (PWS). See Attachment A, CLIN/SLIN structure price matrix (a list of line-item number(s) and items, quantities, and units of measure (including option(s)), and embedded PWS providing description of requirements for the items to be acquired. Attachment B, Past Performance Questionnaire (PPQ) shall be submitted for each past performance reference identified on the Past Performance Summary Sheet, Attachment C. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. This solicitation number W81K0426QA022 is issued as a request for quotation (RFQ). Background The Health Readiness Contracting Office intends to solicit and award a Firm-Fixed Price contract for IT Healthcare Support services related to the Extract Lab Management System (ELMS) at the United States Army Centralized Allergen Extract Laboratory (USACAEL). The USACAEL supports over 450 Department of Defense and Veterans Administration healthcare sites worldwide, providing critical services in the formulation and delivery of allergen vaccine diagnostic testing and patient treatment biologicals. The ELMS is a web-based application that has been in use since the early 2000s, designed to streamline processes and improve quality control in immunotherapy treatment sets. Work Details The contractor shall provide non-personal services of one full-time equivalent (FTE) IT Healthcare Support technician. Responsibilities include: continued maintenance of the ELMS, cybersecurity upgrades, compliance certifications (e.g., eMASS), modifications, enhancements, technical project management, requirements analysis, design, development, implementation, and quality assurance. Specific tasks include: implementing updates to ELMS based on changing guidelines; ensuring compliance with allergy immunotherapy practice parameters; maintaining high system availability; providing role-based access control; coordinating with DHA Datacenter Operations for hosting requirements; assisting USACAEL staff with technical issues; and preparing transition plans for both incoming and outgoing contractors.
