Background The contract is issued by Special Operations Command North (SOCNORTH) to secure a qualified and licensed Captain for operating a Non-Standard Maritime Vessel. The services aim to support SOCNORTH's mission objectives and training exercises in the vicinity of Prince William Sound, Alaska, specifically around Whittier, Cordova, and Valdez. The contractor is responsible for providing a Captain who meets specific qualifications without the need to supply the vessel. Work Details The contractor shall provide one (1) Boat Captain who meets the following minimum qualifications: 1. Licensing: Possess a current US Coast Guard (USCG) Merchant Mariner Credential with all necessary endorsements appropriate for operating the vessel. 2. Experience: Documented proof of experience piloting vessels of a similar size (70+ foot), class, and propulsion type; proficiency in navigation and station-keeping systems is required. 3. Legal and Safety Compliance: Ensure the Captain operates with high safety standards, adheres to their Safety Management System (SMS), and complies with International Safety Management (ISM) Code requirements. Duties include: 1. Responsible for safe navigation, piloting, and operation of the vessel at all times. 2. Follow applicable U.S. and international maritime laws and regulations. 3. Be available to operate the vessel for up to 12 hours per day during the operational period as directed by the Government representative. 4. Coordinate vessel movements with representatives. 5. Maintain 24-hour accessibility at the vessel during exercises. 6. Assist with mooring, refueling, and loading/unloading personnel and Government equipment. Period of Performance The operational period requiring the Captain's on-site services is from February 23, 2026, through March 10, 2026. Place of Performance The area of operations is located in Prince William Sound, Alaska, including navigable coastal, inland, and offshore areas within a 100-nautical-mile radius of Whittier, Cordova, and Valdez.
