An award will not be made from this announcement.** The 316th Civil Engineer Squadron anticipates a requirement for operation and maintenance services for the Energy Management Control System (EMCS) at Joint Base Andrews, to include Cybersecurity elements. The current EMCS is a Siemens Building Technologies, Landis Division, Insight System 600 with Desigo Apogee software. Please see attached DRAFT Performance Work Statement for a detailed explanation of required services. Background The 316th Civil Engineer Squadron is seeking operation and maintenance services for the Energy Management Control System (EMCS) at Joint Base Andrews, which includes cybersecurity elements. The current EMCS utilizes Siemens Building Technologies, Landis Division, Insight System 600 with Desigo Apogee software. This sources sought notice is intended for market research purposes only and does not constitute a request for proposals. Work Details The contractor will be responsible for the following tasks: 1. EMCS Operations and Management: - Daily system monitoring, analysis, and optimization. - Provide energy management support and generate operational reports. - Develop and execute a comprehensive preventive maintenance program including system backups, diagnostics, and annual facility inspections. - Provide routine (next business day) and 24/7 emergency technical support to diagnose and resolve system failures. - Manage parts and materials procurement on a reimbursable basis. - Design, install, and program system upgrades, replacements for obsolete components, and expansions as funded tasks. - Ensure compliance with cybersecurity standards to maintain the system's Authority to Operate (ATO). - Maintain a staff of qualified technicians meeting DoD IAT certification requirements.
