Background The A10 Strategic Plans and Policy Support Services requirement is being hosted by AFDW/PKH, aimed at enhancing the Department of the Air Force's (DAF) capabilities in Counter Weapons of Mass Destruction (CWMD) and Biodefense. This initiative seeks to integrate strategic planning and policy support to align with national defense objectives. Work Details The contractor will perform a variety of tasks including: 1. Review and analyze high-level strategic documents such as Defense Planning Guidance, Global Campaign Plans, and OPLANs to ensure integration of DAF CWMD and Biodefense objectives. Deliverables include analysis reports and formal recommendations for updates to these documents. 2. Analyze DAF operational needs to provide formal recommendations for CWMD, CBRND, and Biodefense requirements, resulting in draft requirements documents for government approval. 3. Conduct studies to identify operational readiness gaps in CWMD and Biodefense, producing formal Gap Analysis Reports with actionable recommendations. 4. Prepare analytical materials and briefings for stakeholder engagement with DoD, non-DoD institutions, other Services, and foreign partners, including executive-level briefings for DAF leadership. 5. Provide specialized scientific analysis on Chemical, Biological, Radiological, and Nuclear (CBRN) data to inform AF strategy and policy. This includes conducting operational impact analyses on OPLANs and providing recommendations based on test results. 6. Develop modeling and simulation products for hazard prediction and sortie generation. 7. Support the development of training materials for MAJCOM-level exercises related to CWMD/Biodefense. Place of Performance The contract work will primarily take place at designated Air Force installations as specified in the solicitation.
