Background The Military Sealift Command (MSC) is conducting market research for the Strategic Sealift Program Office. The purpose of this Sources Sought Notice (N32205-SS-N321-26-043) is to gather information regarding the availability and pricing of vessels capable of transporting military cargo. This request is for information only and does not constitute an offer or commitment to contract for services. Work Details The MSC is seeking U.S. and foreign flag, self-sustaining vessels that can carry a portion of 171,575 square feet of military cargo, which includes tracked and wheeled vehicles as well as breakbulk cargo. Interested parties are requested to provide detailed information including: A. Name and complete description of vessel(s). B. Daily charter hire rate and any delivery/re-delivery bonuses. C. Fuel consumption rates in metric tons (both underway and in-port working). D. Proposed layday(s). E. Militarily useful square feet of vessel deck space, defined as the cargo capacity deemed militarily useful based on coordination with MARAD and the individual carrier, with a deck height exceeding 7'5" clearance. F. Indicate the number of supercargo the vessel can accommodate. G. Business size, with large businesses requested to provide details regarding possible subcontracting opportunities. H. Company’s name and unique entity identifier. I. Any other pertinent questions or comments. Period of Performance The charter period is approximately 37 days, with laydays commencing on April 12, 2026. Place of Performance Delivery port is Charleston, SC (USA) and re-delivery port is Agila Subic Port, Philippines.
