Background The National Institute of Standards and Technology (NIST) is conducting market research to evaluate the feasibility, cost-effectiveness, and competitive impact of implementing a Project Labor Agreement (PLA) for the design-build construction of the Central Utility Plant (CUP) Modernization at their Gaithersburg, MD campus. This initiative aligns with Executive Order 14063 and aims to assess whether a PLA is practical or if exceptions are warranted. Work Details The CUP Modernization project encompasses the modernization, replacement, and expansion of the Central Utility Plant Complex at NIST Gaithersburg. Key components include: - Building 302: Upgrades to steam and chilled water systems. - Buildings 305/317: Installation of new cooling towers. - Electrical service buildings: Enhancements to buildings 305V, 306, and 316. The project will maintain operational continuity throughout construction, necessitating phased work. Specific highlights include: - Capacity Expansion: An increase of +3,500 tons in cooling capacity, boiler replacement, and upgrades to secondary chilled water pumps. - Infrastructure Replacement: Installation of new cooling towers, condenser water systems, switchgear, motor control centers, and low-voltage panels. - Facilities & Operations: Development of a new Command Center, warehouse/document storage facilities, and employee amenities. - Systems Upgrades: Automation improvements, control system enhancements, plumbing/HVAC updates.
