Background West Virginia University, on behalf of its Board of Governors, is initiating this Request for Bids (RFB) to modernize the PRT Boiler Plant located in Morgantown, WV. The goal of this project is to enhance the electrical, mechanical, and control systems of three heating plants that support an embedded guideway heating system. This system utilizes gas-fired boilers to heat a glycol/water solution for snow and ice melting during winter weather events. Work Details The contractor will provide all necessary materials, equipment, tools, and labor for the modernization of the PRT Boiler Plant. This includes: 1) Modernization of electrical, mechanical, and control systems for three heating plants; 2) Maintenance of existing boilers without replacement; 3) Responsibility for all demolition, new work, commissioning, and associated coordination as per attached drawings and specifications; 4) Removal, recovery, storage, and replacement of existing glycol solution within each system loop. Period of Performance The contract period will commence upon issuance of the Notice to Proceed by West Virginia University. Substantial Completion is expected by September 24, 2026, with Final Completion by October 1, 2026. Place of Performance The work will be performed at the PRT Boiler Plant located in Morgantown, West Virginia. Bidder Requirements Bidders must be qualified, experienced, and licensed contractors. Required documentation includes a bid bond and a drug-free affidavit. Contractors must comply with WVU's EH&S Contractor Safety Program.
