Summary (Newest Update)

Background The USDA Forest Service (FS), Procurement & Property Services (PPS), CSA Northwest 1 branch is issuing a notice of intent to award a Blanket Purchase Agreement (BPA) Call for services related to the Barlow Ranger District Barlow Rd project. This initiative aims to manage forest resources effectively within the Mt. Hood National Forest, specifically focusing on hazardous fuels reduction and conservation efforts. Work Details The project involves piling and spreading existing down trees along the Historic Barlow Road. Key tasks include: 1. Rearranging and piling fuel loading on approximately 80 acres by scattering large diameter downed materials (18 inches at butt end) and piling existing slash material (between 8 inches and 17.9 inches). 2. Utilizing a 'lift and pile' mechanism for piling rather than a 'push and pile' mechanism. Period of Performance The contract is expected to be awarded in the July 2026 timeframe. Place of Performance Mt. Hood National Forest, Barlow Ranger District. Bidder Requirements This opportunity is set aside for Small Business Set Aside - Total (SBA). Bidders must demonstrate relevant experience in forest management services, particularly in hazardous fuels reduction and tree thinning operations. Incumbent Analysis (see Incumbents section for more detail) The opportunity for piling and spreading existing down trees along the Historic Barlow Road at the Mt. Hood National Forest’s Barlow Ranger District appears to have a confirmed incumbent and/or closely related prior contract activity. Prior awards include work performed by Kash Trucking under contract 1240BD23C0014 (2023 South Fivemile Mechanical Fuels Reduction, $976,917; 06/12/23–10/31/26) and by G E Forestry under contract 1204T019A0002-1240BD24F0057 (Hopper Hand Hazardous Fuels Reduction, $307,363; 06/01/24–07/10/25), both tied to hazardous fuels reduction on the same district. The described tasks—mechanical/hazardous fuels reduction generating and handling slash for piling/loading—are consistent with a continuation of similar fuels reduction operations in the same geographic area.
