This Request for Information (RFI) is from the Airspace Mission Planning Division (C3M) of the Command, Control, Communications, and Battle Management (C3BM) Portfolio Acquisition Executive (PAE) located at 16 Eglin Street, Hanscom AFB, MA 01731. C3M is seeking unclassified information from potentially interested parties. The Government is issuing this RFI to gather industry feedback. The Government's objective is to maximize industry participation in C3M's hardware procurements. With this RFI, the Government intends to identify best practices to mitigate supply chain volatility risks, reduce unnecessary pricing uncertainties (for the Government and for potential offerors), and assess contract structure alternatives. See RFI Attachment for details.

Summary (Newest Update)

Background This Request for Information (RFI) is issued by the Airspace Mission Planning Division (C3M) of the Command, Control, Communications, and Battle Management (C3BM) Portfolio Acquisition Executive (PAE) located at Hanscom AFB, MA. The purpose of this RFI is to gather unclassified information from industry to maximize participation in C3M's hardware procurements. The Government aims to identify best practices to mitigate supply chain volatility risks, reduce pricing uncertainties, and assess contract structure alternatives. Work Details The RFI seeks feedback on C3M's current hardware procurement methodologies and contract structuring. Key areas of interest include: 1) Economic Price Adjustment (EPA) for Volatile Memory (SSDs & RAM), exploring the use of a Fixed-Price contract with EPA to mitigate market risk; 2) Evaluation Articles and Contract Structuring, considering alternatives to requesting evaluation articles prior to award; 3) General Hardware Procurement Methodology, inviting recommendations for improvements. The typical procurement process involves a Firm Fixed-Price (FFP) basis awarded on a lowest priced-technically acceptable (LPTA) approach with specific technical requirements varying by procurement. Offerors may need to provide military-standard tests or certifications before award. The evaluation process includes two phases: initial proposal evaluation followed by practical evaluations of the lowest priced acceptable offerors' evaluation articles. The contract structure generally includes early production units, first article delivery, completed units delivery within specified timeframes, and options for additional units. Period of Performance The geographic location(s) the contract will be performed (if provided) Bidder Requirements Bidders must submit unclassified information only; classified or proprietary information will not be reviewed. There are no specific security clearances or licenses mentioned as requirements for bidders.
