This Performance Work Statement (PWS) describes the services required to provide a dedicated, contractor-operated software engineering team to design, engineer, test, integrate, deploy, and sustain software capabilities for the Distributed Common Ground System (DCGS) enterprise. The primary objective is the continuous delivery of secure, high-quality, and mission-effective software that rapidly responds to emerging DCGS enterprise intelligence, surveillance, and reconnaissance (ISR) requirements. The preponderance of work will be performed at Government facilities located primarily at Langley Air Force Base (AFB), VA; McConnell AFB, MO; and Beale AFB, CA, with potential travel to other CONUS and OCONUS locations.
Background The Combat Coder Site Support contract is issued by the Department of the Air Force, specifically the Air Force Life Cycle Management Center. The mission of this contract is to provide a dedicated, contractor-operated software engineering team to support the Distributed Common Ground System (DCGS) enterprise. The primary goal is to ensure continuous delivery of secure, high-quality software that meets emerging intelligence, surveillance, and reconnaissance (ISR) requirements. Work Details The contractor will be responsible for a variety of tasks including: - Assigning a program manager to oversee all contract activities and ensure objectives are met. - Establishing budgets and schedules for program objectives with periodic status updates. - Providing technical/programmatic liaison support to DCGS Program Execution which includes facilitation, coordination, investigation, problem resolution, and documentation preparation. - Developing and maintaining a Risk Management Plan with monthly status reports. - Generating presentations for design reviews and Program Management Reviews (PMR). - Performing continuous software development within a Government-defined DevSecOps framework using Agile methodologies such as Scrum or Kanban. - Designing, developing, and testing software applications while adhering to secure coding practices. - Employing DevSecOps practices to integrate security into all engineering efforts ensuring zero new critical vulnerabilities and at least 80% unit test coverage for new code. - Providing rapid engineering support for critical software defects in the live DCGS production environment with specific response times for bug reports.
