Background The justification and approval (J&A) document is issued by NAVSUP WSS, which is responsible for providing logistics support to the Navy. The contract aims to procure repair services for a critical application item (CAI) directly from the actual manufacturer due to the unique design capabilities and technical data rights held by the approved source. This acquisition is justified under 10 USC 3204(A)(1), which allows for exceptions to full and open competition when only one or a limited number of responsible sources can meet agency requirements.
