Background The Navy Environmental and Preventive Medicine Laboratory Department is seeking analytical services for the Defense Health Agency (DHA) Medical Treatment Facility (MTF). The current contract for these services is set to expire on September 22, 2026, necessitating a new contract to ensure continued support. The contracted laboratory will be responsible for sample analysis that is outsourced due to low sample volume or as a backup when existing instrumentation is unavailable. Work Details The Comprehensive Industrial Hygiene Laboratory (CIHL) will require the contractor to perform various tasks including: - Analysis of air and toxic propriety products. - Conducting toxicological testing to evaluate worker exposure to hazardous materials. - Analyzing over 36,000 samples annually using various instrumentation such as Ion Chromatography, Atomic Absorption Spectrometry-Graphite Furnace, High Performance Liquid Chromatography, and Gas Chromatography. - Providing timely analysis with turnaround times of ten (10) business days for routine samples and not exceeding five (5) days for expedited samples. - Ensuring that all analyses are within the lab's accreditation scope and reporting any issues or mistakes within 48 hours. - Providing media for tests if required and invoicing for costs associated with media and shipping. - The contractor must be accredited by the American Industrial Hygiene Association and ISO/IEC 17025:2017, providing certificates prior to contract award. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Navy Environmental and Preventive Medicine (NEMPU) 2 Norfolk, Comprehensive Industrial Hygiene Laboratory (CIHL), 1285 West D Bldg. U 238, Norfolk, VA 23511. Bidder Requirements Bidders must demonstrate: - A clear understanding and ability to perform the scope of work as detailed in the DRAFT Statement of Work (SOW). - Experience performing similar work as outlined in the SOW. - Accreditation certificates from the American Industrial Hygiene Association and ISO/IEC 17025:2017. - Existing contract vehicles under which they currently offer these services. - Capability to provide services under terms similar to those offered to the Federal Government. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on the existing contract GS07F6029R-N0025922F0197 awarded to Bureau Veritas North America for $160,000 covering 09/23/22–09/22/26. The prior award description—industrial hygiene sample analysis for NEPMU-2 and NEPMU-5—aligns closely with the current requirement for outsourced analytical testing of air/toxic products and toxicological sample analysis at the Navy Environmental and Preventive Medicine (NEMPU) laboratory, suggesting continuity of the same core laboratory services.
