This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 1232SA26Q0705 is issued as a Request for Quotation (RFQ) for Transcriptome Services of RNA samples for United States Department of Agriculture, Agriculture Research Service. Background The United States Department of Agriculture (USDA), specifically the Agricultural Research Service (ARS), is seeking to procure transcriptome services for RNA samples. The USDA ARS Animal Parasitic Disease Laboratory (APDL) in Beltsville, Maryland conducts research to understand host-parasite interactions and requires advanced sequencing technologies to analyze molecular changes in complex gut tissues. This acquisition is set aside for small business concerns, with a total small business size standard of $19 million. Work Details The contractor will provide transcriptome services for 110 RNA samples, which includes: 1) Total RNA extraction, purification, and quality control; 2) Return of all unused total RNA samples to USDA in dry ice; 3) Next-generation sequencing using an Illumina NovoSeq X sequencer or an equivalent; 4) Data quality control (QC), data analysis using recent algorithms, and deposition of data to the NCBI Sequence Read Archive (SRA) database. The final data package must be securely delivered to USDA within 60 days after receipt of samples. Desired throughput is between 25 to 40 million pair-end reads per sample. Period of Performance The contract will be performed over a period from August 25, 2026, to August 24, 2029, including one base year and two option years. Place of Performance The work will be performed at the USDA Animal Parasitic Diseases Laboratory located at 10300 Baltimore Avenue, Bldg. 1040, Rm. 103, BARC-East, Beltsville, MD 20705. Bidder Requirements Bidders must meet the following requirements: Small Business Set Aside - Total (SBA); must demonstrate capability to meet technical requirements outlined in the Statement of Work; provide pricing for all items listed; and have acceptable past performance records. Offerors must also be able to deliver transcriptome data within the specified timeframe.
