Background The United States Air Force (USAF) through the Air Force Materiel Command and the Air Force Lifecycle Management Center (AFLCMC) is issuing this Amended Class Justification for an Exception to Fair Opportunity (ETFO) to support the Information Assurance/Mission Assurance and Life Cycle Management Program Integrated Data Environment (LCMP-IDE). This program utilizes a proprietary system developed by Booz Allen Hamilton (BAH), which is essential for managing lifecycle data and ensuring mission assurance. Work Details The contract encompasses five distinct task orders that require the use of the LCMP-IDE system. The tasks include: 1. Implementing a Modular Open System Approach (MOSA) to break vendor lock and acquire unlimited rights to Form, Fit, and Function data necessary for operating the LCMP-IDE system. 2. Transitioning from a sole-source Time & Materials requirement to a competitive contract type, ensuring active customer participation in increasing competition and preventing future sole-source approvals. 3. Providing expertise in support of the Presidential Airlift Group (PAG) and White House Military Office (WHMO), particularly in light of significant operational growth and challenges associated with aging aircraft like the VC-25A. 4. Addressing security clearance requirements that necessitate a lead time for transitioning personnel and infrastructure.
