This notice is to inform that sealed bids will be accepted by the Borough of Highland Park for the South Third Avenue Water Main Replacement and Sewer Main Cleaning and Lining Project. Bids will be opened publicly on Wednesday, July 15, 2026, at 11:00 a.m. at the Borough Clerk's Office located at 221 South 5th Avenue, Highland Park, NJ 08904. The specifications and bid documents for this project can be inspected at the Borough Clerk's Office during regular business hours. Interested parties can obtain the documents for a fee of $50.00 per set. To receive a copy of the submission requirements via email, bidders should contact the Borough Clerk, Jennifer Santiago, at jsantiago@hpboro.com or call 732-819-3782. Bids must be submitted using the provided forms, completed as per the specifications, and enclosed in a sealed envelope that includes the bidder's name and address along with the project name. Bidders are required to submit the original, one print copy, and one digital copy on a thumb drive. All bids must be submitted to the Borough Clerk in person, by messenger, or by mail before the bid opening time. The Borough will not be responsible for any bids that are lost or not delivered prior to the opening. Each bid must include a bid security in the form of a certified check, cashier's check, or bid bond amounting to at least ten percent of the bid amount, not exceeding $20,000.00, made payable to the Borough of Highland Park. A surety statement must accompany the bid. The successful bidder must comply with the New Jersey Prevailing Wage Act and other applicable laws regarding worker safety and health. The Borough reserves the right to award one or two contracts for the services, cancel the project before bids are opened, reject bids, and make adjustments to the quantities specified in the contract documents. No bid may be withdrawn for sixty days following the bid opening. Bidders must also comply with laws regarding investment activities in Iran and non-discrimination requirements.
