This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QB0000144 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO). The applicable North American Industry Classification Standard Code is 336413. The small business size standard is 1,250 employees. This is a restricted requirement. All responsible sources may submit a quotation which shall be considered by the agency. It is anticipated that a firm-fixed price purchase order shall be awarded on a sole source basis to Safetech USA, Inc. (CAGE Code: 06ZV6) as a result of this synopsis/solicitation. Sources must be able to obtain the required technical expertise, engineering data, and Original Equipment Manufacturer (OEM) parts required to successfully perform the required repairs. Concerns having the expertise and required capabilities to provide these repairs are invited to submit offers in accordance with the requirements stipulated in this solicitation. Background This solicitation is issued by the United States Coast Guard (USCG) for the overhaul of engine extinguishers used on the MH-65 helicopter. The contract is anticipated to be awarded on a sole source basis to Safetech USA, Inc. (CAGE Code: 06ZV6). The goal of this contract is to ensure that the engine extinguishers are properly overhauled and meet the necessary performance specifications for safety and operational readiness. Work Details The contractor is required to overhaul 23 Engine Extinguishers, identified by National Stock Number 1680-14-562-8832 and Part Number 10230-01. The work includes: 1. **Test and Evaluation**: Upon receipt, each component must undergo visual and functional inspections to determine if they are Ready for Installation (RFI) or Beyond Economical Repair (BER). A failure data report must be prepared for any items marked as RFI or BER. 2. **Overhaul**: Non-RFI components must be restored to RFI condition according to OEM specifications, including replacing missing or broken parts and removing corrosion. The contractor must also manage the extinguishing agent in compliance with regulations. 3. **Inspection Protocols**: Any corrosion found during inspection necessitates thorough disassembly for treatment or replacement of affected parts, following OEM guidelines. 4. **Documentation**: Each overhauled component must include a failure data report detailing NSN, Part Number, Serial Number, date of overhaul, and a list of parts replaced. Bidder Requirements Bidders must meet the following requirements: - Must be authorized by the OEM to perform major repairs on these assemblies. - Must have access to required Component Maintenance Manuals (CMMs) and adhere to all applicable specifications. - Certification in ISO 9001 Quality Management Systems – Requirements, AS9110, or equivalent is mandatory. - This opportunity is set aside as '8(A) Sole Source (8AN)'.
