The Government is conducting market research to identify innovative management frameworks, business models, and responsible sources capable of orchestrating a dynamic Advanced Automation portfolio on behalf of the Program Management Office (PMO). The Government's requirement involves a rapidly evolving suite of software tools, platform licenses, and specialized labor pools. Background The Department of the Air Force (DAF), specifically the Air Force Rapid Capabilities Office (AFRCO) and the Data and Automation Division (DAD), is conducting market research to identify innovative management frameworks, business models, and responsible sources for orchestrating a dynamic Advanced Automation portfolio on behalf of the Program Management Office (PMO). The goal is to address the rapidly evolving commercial software automation market and integrate Artificial Intelligence (AI) into its missions. The PMO seeks industry input on structuring and managing this environment effectively. Work Details The contractor must be capable of competitively procuring commercial partners to provide various services, including: 1. Portfolio & Vendor Brokering: Administering a diverse portfolio of external organizations providing labor, consultation, software capabilities, and licenses while executing subcontracts rapidly. 2. Orchestration of Systems Integration: Coordinating efforts among technical performers to ensure successful deployment of prototypes and solutions into a cloud-based operational product. 3. COTS / GOTS Software Utilization: Managing procurement and centralized management of Commercial Off-the-Shelf (COTS) and Government Off-the-Shelf (GOTS) software licenses. 4. Facilitation of Advanced Technology Development: Overseeing external mission partners developing custom software leveraging AI and Large Language Models for data processing. 5. Cloud-Based Solutions: Ensuring compliance with multi-classification cloud-based architecture among managed performers. 6. Task & Resource Orchestration: Managing multiple tasks across performers to align with project schedules and objectives. 7. Centralized Security Administration: Acting as the central security node for managing security documentation and clearance processes for all subordinate performers in a TS/SCI environment.
