Background

Hudson Valley Community College (HVCC), founded in 1953, is the largest community college in upstate New York, located in Troy, NY. The college offers various degree and certificate programs and is a leader in workforce development. HVCC seeks an experienced vendor to provide comprehensive CDL training services for the fiscal year 2026-2027.

Work Details

The selected vendor must deliver the following courses: - CDL Class B Entry-Level Driver Training (B-ELDT) - CDL Class B Passenger Program (BP-ELDT) - CDL Class B Passenger & School Bus Program (BPS-EDLT) - CDL Class A Automatic Tractor Trailer Basic Program (A-Basic) Classes will be held at the vendor's training facility with an estimated 12-15 students registering. Services and materials to be provided include: • All necessary theory and tele-delivery materials and content. • CDL testing services and state licensing facilitated by State authorities. • Comprehensive instructional and support personnel for training and logistics. • Administrative services including DOT/Drug Screen physicals, CLP testing, skills testing, and issuance of certificates of completion. • Job Placement services including Motor Vehicle Record (MVR) screening and provision of pre-employment offers from partner carriers. • 60 hours of Behind the Wheel training meeting FMCSA ELDT requirements based on selected programs. • Skills testing upon completion of vehicle training leading to CDL acquisition and issuance of diplomas. • Provide experienced personnel with all requisite licenses to instruct in approved CDL Program. • Comply with NYS Department of Transportation, Federal Motor Carrier Safety Administration, and any other relevant agencies overseeing CDL Programs.

Period of Performance

The contract will begin on September 1, 2026, and end on August 31, 2027, with options for two additional one-year extensions at the discretion of the college.

Place of Performance

Training classes will be held at the vendor's training facility within 20 miles of the capital region, accessible by CDTA.

Bidder Requirements

Vendors must have a location within 20 miles of the capital region and be accessible by CDTA. They are required to provide a Certificate of Insurance naming Hudson Valley Community College as additional insured upon notification of award.
