Full Service Vending Management for the Department of Corrections

Background

The Iowa Department of Corrections is seeking a single vendor to provide comprehensive Full Service Vending Management across nine correctional institutions in the State of Iowa. The goal of this contract is to ensure uninterrupted vending operations for visitors, offenders, and staff, thereby supporting the agency's mission to maintain safe and secure correctional facilities.

Work Details

The selected vendor will be responsible for the installation, stocking, maintenance, repair, sanitation, and management of vending machines. This includes providing all necessary labor, equipment, materials, transportation, supervision, inventory management, maintenance services, and administrative support. The contract will cover vending machine services at nine locations throughout Iowa and requires adherence to specified service standards outlined in the attached Scope of Work document.

Period of Performance

The contract term will commence on September 1, 2026, and conclude on August 31, 2027. The agency has the option to renew the contract for up to five additional one-year terms at its discretion.

Place of Performance

The services will be performed at nine correctional institutions located throughout the State of Iowa.

Bidder Requirements

Bidders must comply with specific requirements including reading and certifying their bids. They must provide a detailed quarterly sales report in Microsoft Excel format on all sales made under the resulting contract. Additionally, an administrative fee of 1.00% on all sales must be paid quarterly to the Iowa Department of Administrative Services. Bidders are required to agree to payment terms allowing up to sixty days for invoice payment.
