Background

The City of Georgetown is seeking proposals from qualified consultants to provide Arbitrage Rebate Compliance Services for all long-term bonds issued by the City, which are subject to the arbitrage requirements of the Internal Revenue Code of 1986, as amended. The goal of this contract is to ensure compliance with federal regulations regarding arbitrage rebate for municipal bonds.

Work Details

The Consultant shall provide the following services: 1. Review the City’s current list of bond issues and assess compliance with rebate requirements. 2. Calculate bond yields and excess investment earnings required to be rebated to the Federal Government. 3. Provide reports identifying arbitrage amounts and assist in IRS inquiries. 4. Retain records for at least six years post-maturity. 5. Monitor ongoing compliance requirements and notify the City of potential risks. 6. Prepare necessary IRS forms and documentation suitable for audit purposes.

Period of Performance

The initial term of the agreement is two years from acceptance, with an option to renew for up to three additional one-year terms upon mutual agreement.

Place of Performance

Services will be performed in Georgetown, Texas.

Bidder Requirements
