Emergency Medical Services

Background

Scotland County is seeking proposals to establish a contract for Emergency Medical Services (EMS) to provide Advanced Life Support response for 911 emergency calls within the county. The county encompasses approximately 320 square miles and has a population of 33,898 residents. The goal of this contract is to ensure that emergency medical services are available 24/7 throughout the county, including its municipalities and unincorporated areas.

Work Details

The contractor will be responsible for providing all administration, insurance, professional expertise, labor, materials, vehicles, and equipment necessary to respond to all emergency calls dispatched by the County's 911 system. Key requirements include: 1. Operating three (3) ALS level ambulances at all times. 2. Employing at least two qualified healthcare professionals per ambulance, including one licensed Paramedic. 3. Meeting a response time of fourteen (14) minutes for 90% of all 911 responses. 4. Maintaining ambulances in good working condition and equipped as per North Carolina Department of Health and Human Services standards. 5. Providing ALS emergency ambulance services regardless of patients' ability to pay. 6. Participating in mutual aid agreements as directed by Scotland County.

Period of Performance

The contract will be performed on a continuous basis, operating 24 hours a day, seven days a week, and 365 days a year.

Place of Performance

Services will be performed within the geographic boundaries of Scotland County, North Carolina.

Bidder Requirements

Contractors must comply with E-Verify requirements and maintain appropriate licenses and certifications as mandated by North Carolina law. They must also provide proof of financial capability through recent audited financial statements and maintain insurance coverage including: - General liability ($1 million per occurrence) - Auto liability ($1 million per occurrence) - Professional liability ($2 million per occurrence) - Workers’ compensation as per North Carolina statutory requirements.
