This notice serves as The Portsmouth Naval Shipyards intent to sole source the following requirement: Re-install and test the CO2 Scrubbers and test for the CO-H2 Burners. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). CEPEDA Associates (Cage Code: 60756) is the original equipment manufacturer (OEM) and thus owns the proprietary data, including drawings, equipment and approved processes required to perform this work.
Background The Portsmouth Naval Shipyard, part of the Naval Sea Systems Command, is issuing a sole source contract to CEPEDA Associates for the repair and testing of CO2 Scrubbers and CO-H2 Burners. The agency's mission is to ensure the operational readiness of naval vessels, and this contract aims to maintain critical systems aboard submarines. The statutory authority for this sole source procurement is based on 10 U.S.C. 2304(c)(1), which allows for other than full and open competition when only one responsible source can meet the agency's requirements. Work Details The contractor will provide services as follows: 1. Perform inspection, repairs, and tests on CO2 Scrubbers installed shipboard according to Technical Manual NAVSEA S9515-42-MMO-010. 2. Conduct satisfactory testing on CO2 Scrubbers following HM&E Test Procedure 515-10-3 latest Rev/Chg. 3. Provide monitoring services for CO2 Scrubbers' operation post-testing and address any emergent deficiencies identified during the monitoring period or as a result of testing. 4. Perform tests on CO-H2 Burners installed shipboard in accordance with Technical Manual NAVSEA S9515-AR-MMA-010 (38NM251503 S01 and T01). 5. Conduct satisfactory testing on CO-H2 Burners following HM&E Test Procedures 51560 515-11-3 latest Rev/Chg (38NM207102 TGQ). 6. Provide monitoring services for CO-H2 Burners' operation post-testing and address any emergent deficiencies identified during the monitoring period or as a result of testing. Bidder Requirements Only CEPEDA Associates is eligible to bid due to their status as the Original Equipment Manufacturer (OEM) of the equipment involved, possessing proprietary data necessary for repairs and testing.
