Summary: Background The Indian Health Service (IHS), specifically the Inscription House Health Center (IHHC) located in Tonalea, Arizona, operates under the Kayenta Service Unit (KSU) and provides healthcare services to approximately 7,000 residents of the Navajo Nation. Key tasks include: 1. Installation of a Lenel OnGuard-compatible access control system supporting approximately 40 controlled openings. 2. Installation of a UL-listed intrusion detection system protecting the Pharmacy and controlled substance storage areas. 3. Provision of a dedicated workstation for local monitoring by IHHC Security with required licensing. 4. Integration of lockdown functionality for immediate activation from authorized workstations while maintaining NFPA-compliant egress. 5. Programming user access levels and alarm escalation procedures in coordination with IHHC Security. 6. Conducting full system testing and commissioning of all components. 7. Providing training for IHHC Security and IT personnel along with complete documentation including as-built drawings. Period of Performance The contract will be performed over a period from July 1, 2026, to November 30, 2026. Place of Performance The contract will be performed at the Inscription House Health Center located at Highway 98 and Navajo Route 16, Tonalea, AZ 86044. Bidder Requirements Bidders must demonstrate capability in providing LenelS2 OnGuard Access Control Systems due to specific characteristics that limit availability to this brand for seamless integration with existing systems at Kayenta Service Unit. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract at the same Indian Health Service facility, with B W Electric (75H71025P00634) awarded $149,160 for installation of Lenel access control readers and door controls during 08/08/25–03/31/26. The current requirement for an Access Control System (Lenel OnGuard-compatible PACS) and associated security components is consistent with a continuation of installing and expanding the facility’s access control infrastructure, building on the earlier Lenel reader/door control work.
