Background

The New York City Housing Authority (NYCHA) is seeking contractors for the purchase, installation, maintenance, water sampling, servicing, and repair of Monochloramine Disinfection Systems. This initiative aims to ensure effective treatment of hot and/or cold-water distribution systems across various NYCHA developments citywide. The contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement, allowing for flexibility in service delivery over the contract term.

Work Details

The contractor will be responsible for: 1. Complete installation of a monochloramine system including labor, parts, and materials. 2. Operation costs for the monochloramine system over varying durations (30 days, 90 days, 365 days) for different quantities of systems (1 system, 2-5 systems, over 5 systems). 3. Onsite complete servicing of the monochloramine system including testing for targeted residuals in hot water supply and domestic cold water according to the management plan provided. 4. Monthly online monitoring of the system allowing remote changes. 5. Onsite testing of residual disinfectant per sample at multiple building risers to confirm treatment with varying sample sizes (1-10 samples, 11-20 samples, etc.). 6. Collection and lab analysis of water samples from chlorinated systems in compliance with federal and NYC law.

Period of Performance

The contract will have a term of three years from the award date on NYCHA's Purchase Order, with an option for NYCHA to extend the contract for up to two additional one-year renewal options.

Place of Performance

Services will be performed at various NYCHA developments located throughout New York City.

Bidder Requirements

Bidders must provide bid security of $50,000 and performance & payment bonds also amounting to $50,000. Each bidder and subcontractor must be registered with the New York State Department of Labor as per Article 8, Section 220-i of the New York State Labor Law. Additionally, Section 3 REO & OEO Plans must be submitted via eComply. Bidders are encouraged to attend a pre-bid conference on June 3, 2026.
