Background

The City of Phoenix, through its Public Works Department, is seeking a contractor to provide complete off-site testing and certification services for electrical protective equipment. This initiative aims to ensure the safety of electrically-rated employees by adhering to Occupational Safety and Health Administration (OSHA) standards. These standards mandate that all insulating equipment be tested before use and periodically thereafter.

Work Details

The contractor will provide testing, certification, documentation, and return shipment of high-voltage electrical protective equipment including rubber insulating gloves, rubber sleeves, blankets, hot sticks, rescue hooks, grounding cables, and grounding clusters. Services include: - Shipping coordination - Testing (which must comply with ASTM standards) - Repairs when applicable - Documentation of results including serial numbers and voltage ratings - Return delivery The testing process involves: 1. Check-in verification 2. Washing and cleaning 3. Preliminary inspection 4. Visual inspection (inside and out) 5. Electrical testing 6. Drying 7. Final inspection 8. Record-keeping and marking Failed items must be clearly identified with written failure documentation. The contractor must notify the City immediately upon identifying any failures during testing.

Period of Performance

The contract will commence on or after October 1, 2026, for a term of five years with no options to extend.

Place of Performance

Services will be performed off-site at the contractor's facility with return shipments delivered to various City of Phoenix department locations as specified in each Purchase Order.

Bidder Requirements

Offerors must have been in operation for a minimum of two years providing similar goods or services. They must possess all valid certifications and/or licenses required by federal, state or local laws at the time of submittal. Additionally, Offerors are required to comply with all applicable Federal, State and local health, environmental and safety laws.
