Summary: Background The William J. Perry Center for Hemispheric Defense Studies supports the efforts of the Department of War (DoW) and other U.S. federal agencies to assist Western Hemisphere nations in enhancing their security and strengthening their defense establishments. This mission is accomplished by promoting good governance, security sector professionalism, and democratic civil-military relations. The foundation of the Center’s effort is its high-quality, relevant academic programs. Building on that foundation, WJPC endeavors to foster open and informed dialogue within a community of Western Hemisphere decision-makers, influential individuals, and institutional partnerships that share a long-term commitment to addressing the fundamental defense and security challenges facing the Western Hemisphere and to develop a common understanding of the importance of those challenges to their respective national and regional interests. Work Details The contractor is required to provide lodging support services for approximately 120 individuals attending the Countering Hybrid Threats (CHTA) and Homeland Defense and Border Security (HDBS) courses from August 8 to August 23, 2026. The services include: - Provision of 1520 funded room nights and 70 unfunded hotel room nights. - Single rooms for participants. - Shuttle services from and to the airport on arrival and departure dates. - Lodging features tailored for comfort including room amenities, dining options, and additional facilities as specified in the Statement of Work (SOW). Period of Performance From August 8, 2026, to August 23, 2026. Place of Performance William J Perry Center (WJPC), 260 5th Ave Building 64 RM 3203, Fort McNair DC 20319-5066, United States. Bidder Requirements This opportunity is a Small Business Set Aside - Total (SBA). Required company information includes Cage Code, UEI Number, Tax Identification Number, Offeror's Business Size, FSC Code, and Terms and Agreement. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract for lodging support tied to the same Countering Hybrid Threats (CHTA) course. The prior award HQ003425PE043 was awarded to B.F. Saul Property Company for $199,680 (05/31/25–06/14/25) with the description “CHTA LODGING FMS FUNDING,” and it aligns with the current requirement to provide funded/unfunded room nights and lodging services for CHTA participants at the William J. Perry Center. The overlap in course name and lodging-focused scope suggests the current effort may be a continuation or follow-on of similar event lodging support.
