Background

Richland School District Two is seeking to competitively obtain bids for the Afterschool & Summer Programs - Districtwide project. The goal of this contract is to provide afterschool and summer enrichment programs that enhance student learning, promote social skills, and ensure a safe and engaging environment for children. The contractor will be placed on a Qualified Provider List (QPL) as pre-approved sources of supply, although there is no guarantee of work following the contract award.

Work Details

The contractor will provide afterschool and summer enrichment programs that must be self-sustaining through parent-paid fees and generate commissions for participating schools. The programs should support academic achievement, establish healthy peer relationships, provide engaging activities promoting creativity and physical fitness, and foster student autonomy. Specific objectives include: 1) Providing a safe and supervised environment; 2) Supporting academic achievement; 3) Establishing healthy peer relationships; 4) Offering engaging enrichment activities; 5) Promoting student choice; 6) Fostering mastery in various areas. Programs must be funded through parent payments, require no financial subsidy from the school or district, and be educational, athletic, or enriching in nature.

Period of Performance

The contract term is one year beginning July 2026 through June 30, 2027, with an option to automatically renew for four additional one-year periods unless either party provides written notice of intent not to renew at least ninety days prior to the renewal date. The contract shall not extend past June 30, 2031.

Place of Performance

The services will be performed within Richland School District Two facilities located in Columbia, SC.

Bidder Requirements

Bidders must demonstrate responsibility and responsiveness to the solicitation requirements. They must also comply with all applicable federal, state, and local laws regarding employment practices.
