Swatara Exchange HOP Improvements Project

Background

The Swatara Exchange HOP Improvements Project is initiated by the Harrisburg Mall Limited Partnership through its agent LC Reserve Five, LLC. The project aims to enhance local infrastructure and transportation assets in alignment with the Commonwealth of Pennsylvania's goals for multimodal transportation improvements. This project is partially funded by the Commonwealth’s Multimodal Transportation Fund, which supports various eligible programs aimed at enhancing community connectivity and safety.

Work Details

The scope of work for this project includes: full depth paving, milling and overlay, drainage improvements, curbing installation, sidewalk enhancements including ADA compliance, traffic signal upgrades, and other related construction improvements. The project will adhere to the requirements set forth in the Grant Contracts associated with this funding.

Period of Performance

The contract will commence upon award and is expected to be completed by June 30, 2028. The bidding process will remain open until July 14, 2026.

Place of Performance

The work will be performed at the Swatara Exchange area near Harrisburg Mall, located in Harrisburg, Pennsylvania.

Bidder Requirements

Bidders must be pre-qualified by PennDOT and submit a non-collusion affidavit. All bids must include a bidder’s bond or certified check amounting to at least 10% of the total bid. The successful bidder is required to furnish a Performance Bond and Labor & Material Payment Bond equal to 100% of the contract price. Compliance with the Pennsylvania Prevailing Wage Act is mandatory.
