PennDOT Mainframe Services

Background

The Pennsylvania Department of Transportation (PennDOT) is seeking proposals for IBM-compatible mainframe services. The goal of this contract is to provide hosting, management, infrastructure support, disaster recovery, and security compliance for approximately 100 applications, including critical systems such as Vehicle Registration and Driver Licensing. This initiative is part of PennDOT's ongoing need for reliable mainframe services to support essential business processes.

Work Details

The selected service provider will be responsible for: 1. Hosting and managing PennDOT’s existing IBM-compatible mainframe. 2. Providing infrastructure support and disaster recovery services. 3. Ensuring security compliance with relevant standards (CJIS, IRS, DIS-200). 4. Offering 24x7 Help Desk and Operations support. 5. Delivering a managed service solution that includes all hardware and software costs as part of the service agreement. The desired outcomes include service reliability, financial value through competitive pricing, transition efficiency with minimal operational impact, and a focus on security throughout the contract duration.

Period of Performance

The contract will commence upon the Effective Date and will last for five years, with the possibility of renewal for up to five additional one-year terms.

Place of Performance

Services will be performed at locations designated by PennDOT within Pennsylvania.

Bidder Requirements

Offerors must meet specific participation goals: Small Diverse Business (SDB) participation goal of 26% and Veteran Business Enterprise (VBE) participation goal of 3%. Proposals must include documentation demonstrating good faith efforts to meet these goals or request waivers if unable to do so.
