PHA Financial Consulting Services

Background

The Philadelphia Housing Authority (PHA) is seeking financial consulting services to enhance its accounting and financial management capabilities. The agency's mission is to provide affordable housing and support services to low-income residents in Philadelphia. The goal of this contract is to obtain expert assistance in year-end close-out processes, financial management oversight, and compliance with HUD accounting practices and PHA policies.

Work Details

The contractor will provide the following services: 1. Year-End Close-Out Assistance: Support in completing the year-end financial close process, ensuring accuracy and compliance with applicable regulations. 2. Financial Management Oversight: Conduct monthly financial reviews to monitor PHA's financial health and adherence to HUD accounting practices. 3. Technical Assistance: Offer guidance related to PHA policies and procedures, particularly in areas affecting pension services and other related financial matters as required.

Period of Performance

The contract will be performed over a period of 12 months from the date of award, with the possibility of extension based on performance and needs.

Place of Performance

Services will be performed at the Philadelphia Housing Authority offices located at 2013 Ridge Avenue, Philadelphia, PA 19121.

Bidder Requirements

Bidders must demonstrate adequate financial resources to perform the contract, a satisfactory performance record, integrity and business ethics, compliance with public policy (e.g., Equal Employment Opportunity), and must not be suspended or debarred by HUD or any U.S. Government agency.
