Public Safety Building Elevator Addition and Alterations Project

Background

The City of Johnstown is issuing a solicitation for the Public Safety Building Elevator Addition and Alterations Project. The project aims to enhance the existing public safety infrastructure by adding an elevator and making necessary alterations to improve accessibility and functionality. The work will be awarded under separate prime contracts for General, Mechanical, Electrical, and Plumbing Construction.

Work Details

The work generally consists of an elevator building addition with associated site work, alternates for additional interior and exterior improvements, and mechanical, electrical, and plumbing replacement. This includes compliance with federal Davis Bacon Wage requirements, which are detailed in the Project Manual. The project is also subject to the Build America Buy America Act (BABA) and Pennsylvania's Domestic Steel Products Procurement Act. Specific tasks include: - Construction of a new elevator addition - Site preparation and associated civil works - Replacement of mechanical systems - Replacement of electrical systems - Replacement of plumbing systems - Interior and exterior improvements as specified in alternates.

Bidder Requirements

Bidders must provide a Bid Bond in the amount of ten percent (10%) of the proposed Contract Sum. Successful bidders will be required to furnish Payment and Performance Bonds each in the amount of one hundred percent (100%) of the Contract Sum. Bidders must also comply with federal Davis Bacon Wage requirements and ensure adherence to local codes and standards. Attendance at a mandatory pre-bid conference on June 16, 2026, is required for all bidders.
