This requirement is for Readiness Assistance Training Team (RATT) support services on behalf of CNSP. and is anticipated to be solicited as a SDVOSB set-aside among the SeaPort NxG MAC holders. This advanced notice is provided for planning purposes only. The Government's requirement may change at any time. DO NOT submit proposals in response to notice. This notice is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Navy will not assume liability for costs incurred by a company for preparation or efforts in regard to this notice; therefore, any cost in response to this notice is not considered an allowable direct charge to the Government.
Background The SeaPort CNSP - Readiness Assistance Training Team (RATT) Support contract is issued by the Commander, Naval Surface Forces, Pacific Fleet (CNSP/COMNAVSURFPAC). The mission of this contract is to provide non-personal services to enhance the operational readiness and capabilities of Navy ships through tailored training and assessments. The RATT is a Type Commander asset designed to support ships directly, improving their proficiency and addressing material issues without formal inspections. This contract aims to ensure that ships can successfully complete repairs while underway or deployed, thereby maintaining fleet sustainability. Work Details The contractor shall provide Readiness Assistance Training Team (RATT) Support Services, which include: 1. Coordinating, scheduling, and conducting ship training visits to improve Sailor proficiency in ship systems operation and maintenance. 2. Generating maintenance-ready Automatic Work Requests (AWRs) for material discrepancies noted during visits. 3. Soliciting ship inputs for team employment schedules and managing the employment schedule per TYCOM guidance. 4. Conducting Organic Repair Capability Assessments (ORCA) to evaluate ship repair capabilities and improve Sailor proficiency through targeted training. 5. Providing comprehensive documentation of deficiencies in the Current Ship's Maintenance Project (CSMP) and advising ship leadership on crew proficiency and material condition. 6. Developing tailored training plans based on pre-visit contacts with ship leadership, including classroom training sessions and deckplate training emphasizing operational risk management and incident reporting. Period of Performance Base Period: 30 September 2026 to 29 September 2027; Option I: 30 September 2027 to 29 September 2028; Option II: 30 September 2028 to 29 September 2029; Option III: 30 September 2029 to 29 September 2030; Option IV: 30 September 2030 to 29 September 2031. Place of Performance The primary place of performance will be aboard Navy ships at locations including San Diego, CA; Everett, WA; Pearl Harbor, HI; Sasebo, Japan; Yokosuka, Japan; and Singapore. Bidder Requirements Bidders must be Service-Disabled Veteran-Owned Small Businesses (SDVOSB) certified. Additionally, contractor personnel must possess a SECRET security clearance at the time of proposal submission and maintain it throughout the contract duration. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on the prior CNSP Readiness Assistance Training Team (RATT) support contract (N0017819D7741-N0024421F3025) awarded to L.C Gryphon Technologies for $44,709,983 during 10/01/21–09/30/26. The prior work description aligns closely with the current requirement’s RATT model, including ship visit teams and an ORCA team, providing Sailor-centric deck-plate training, material review/AWR generation support, program auditing, and naval readiness assistance. The continued emphasis on the same CNSP RATT functions suggests this effort is a continuation of the existing training and readiness support services.
