This is a solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QL0000149 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO). The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is a restricted solicitation. All responsible sources may submit a quotation which shall be considered by the agency. It is anticipated that a firm-fixed price purchase order shall be awarded on a sole source basis to Airbus DS Military Aircraft, Inc. (CAGE Code: 0DAF1) as a result of this solicitation for the following items:
Nomenclature: Rudder Assembly National Stock Number (NSN): 1560-01-HS2-6222 Part Number (P/N): 35-34001-0003 (Manufacturer CAGE Code: 0117B) Quantity: 1 Each Sources must be able to obtain the required technical expertise, engineering data, and Original Equipment Manufacturers (OEM), Airbus Defence and Space SAU (Cage Code 0117B), parts required to successfully perform the required repairs/overhauls. Concerns having the expertise and required capabilities to provide these repairs/overhauls are invited to submit offers in accordance with the requirements stipulated in this solicitation The contractor shall furnish a Certificate of Conformance (COC) IAW FAR clause 52.246-15. Background This solicitation is issued by the U.S. Coast Guard for the repair of the Rudder Assembly for the HC-144 aircraft. The goal is to restore the Rudder to full airworthiness condition due to a surge of corrosion on components and skins, which has made organic repair deemed beyond economical repair (BER). The contract is anticipated to be awarded on a sole source basis to Airbus DS Military Aircraft, Inc., as they are the Original Equipment Manufacturer (OEM) with the necessary expertise and parts. Work Details The contractor shall perform the following tasks: 1. Inspect, repair, and restore the Rudder Assembly (P/N 35-34001-0003) to full airworthiness condition. 2. Perform necessary repairs to the torque tube profile as per SRM 55-41-15 at station 176.26 on Rudder, S/N. 3. Provide facilities, manpower, tooling, special equipment, hardware, hazmat, and materials necessary for repairs. 4. Notify USCG points of contact if additional damage or corrosion is discovered during repairs that is out of scope of this SOW. 5. Document all bonding jumper tests and ensure all components receive primer protections as specified in relevant manuals and service bulletins. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The work will be performed at Airbus DS Military Aircraft's facility in Mobile, Alabama. Bidder Requirements Bidders must be FAA 145 certified and must perform at least fifty percent (50%) of the work at their FAA certified facility. They must provide proof of current FAA certification or OEM approval to perform specified services. Additionally, bidders must have access to required technical expertise, engineering data, and OEM parts necessary for repairs. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent, as Airbus DS Military Aircraft previously performed a “REPAIR OF RUDDER ASSY FOR HC-144 AIRCRAFT” under contract 70Z03825PA0000189 valued at $148,000 (02/25/25–07/02/25). The current SOW similarly requires inspection and restoration of the HC-144 rudder assembly (P/N 35-34001-0003) to airworthiness condition, including torque tube profile repairs and documentation/bonding jumper testing.
