Summary (Newest Update)

Background The contract is issued by the Stratton Air National Guard Base, which is part of the United States Air Force. The mission of the base includes providing support for military operations and ensuring the readiness of its personnel and equipment. The goal of this contract is to replace the existing rooftop unit (RTU) on Building 34, which has lost its refrigerant due to leaks and is no longer functional. Work Details The contractor shall provide all labor, equipment, materials, and supervision necessary to remove and dispose of the existing RTU (Carrier 50PM-M16-A-50-AO) and install a new, fully functional RTU at Building 34. The new unit must be fully integrated with the building's existing ductwork, electrical supply, and Direct Digital Control (DDC) system. Specific requirements include: - Purchase, delivery, and installation of one (1) RTU with a minimum cooling capacity of 15 tons, a 2-stage compressor, an economizer package, a convenience outlet, and a 208V/3 phase power supply. - Reuse existing disconnects and perform necessary measurements and modifications. - Remove the existing unit in compliance with NYS and EPA regulations while retaining scrap value. - Match existing ductwork to new supply and return openings. - Interface with Johnson Controls Metasys System for DDC integration. - Install a new weather-tight roof curb or adapter. - Seal all penetrations related to ductwork. - Ensure any alterations to support structures are certified by a NYS Professional Licensed Engineer. - Test the RTU post-installation to verify operating pressures meet manufacturer specifications. - Provide all cranes and motorized lifts necessary for installation while complying with FAA requirements. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance Stratton Air National Guard Base, New York. Bidder Requirements The contractor must furnish any required performance and payment bonds. All personnel performing work on regulated or environmental systems must meet applicable federal, state, and local licensing and certification requirements. The contractor must comply with all installation access security policies and procedures as directed by the government representative. Additionally, all contractor employees requiring access to government installations must complete AT Level I awareness training within 10 calendar days after contract start date. Incumbent Analysis (see Incumbents section for more detail) The prior award W50S8J25PA019 was awarded to Colonie Mechanical Contractors for $48,000 (07/25/25–10/25/25) to replace an RTU at Building 19 under “FY25_CES SRM_VBDZ252104_REPLACE RTU BLDG 19.” This work appears closely related to the current requirement to remove and dispose of an existing rooftop unit and install a new RTU with integration into existing ductwork, electrical supply, and DDC controls, suggesting a continuation of similar HVAC replacement scope at Stratton Air National Guard Base.
