Notice of Intent to Sole Source

NAVSUP Fleet Logistics San Diego (FLCSD) intents to award a Sole Source contract to Conflict Kinetics Corporation, 1893 Preston White Drive, Reston, VA 20191 in accordance with FAR 13.501 and FAR 6.302-1. This requirement to establish a Weapons Synthetic Training System (WSTS) that enables sailors to develop proficiency in small arms weapons handling and employment while in port major fleet concentration areas of San Diego, CA. The WSTS must support sustainment training and certification for armed watch standers on the following weapons: M18 pistol, Rifle (5.56mm), light, and heavy machine guns (7.62mm & .50 Cal). The WSTS will significantly reduce cost of conducting training and certification through significant reduction in expenditure of live ammunition. The WSTS will be capable of quickly rolling out new fleet-wide standardization (e.g., CAT III) or enhancement in training capabilities without the risk of resources or capability constraints that may be present for each location. The proposed contract action is Sole Source only. This Notice of Intent is not a request for competitive quotes or proposals. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit capability information in response to this notice by 23 June 2026 via e-mail to jason.a.pelle.civ@us.navy.mil. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.

Work Details The contractor shall provide a comprehensive Weapons Synthetic Training System (WSTS) that includes: - Ongoing technical support and services for software, hardware, and components. - Wireless capabilities without requiring connection to Navy-Marine Corps Internet systems. - Preloaded software with Department of the Navy approved courses of fire including CAT I-IV combat qualification courses. - A family of systems at or above Technology Readiness Level (TRL) 9 and Manufacturing Readiness Level (MRL) 10 currently in use at DoD facilities. - Capability to train individual sailors up to 15-20 trainees at a time and 60 trainees in a day. - Synthetic weapons including M18 pistols, M4A1 rifles, M240 machine guns, and .50 Cal machine guns with SMART programmable magazines. - Systems must utilize Windows 10 or higher and be customizable for various training scenarios. Period of Performance The period of performance is from September 30, 2026, to September 29, 2027, with four option years extending through September 29, 2031. Place of Performance Performance will take place at three government facilities located in San Diego, CA. Bidder Requirements The contractor must provide ongoing technical support with personnel who are U.S. citizens, possess current Navy Small Arms Marksmanship Instructor qualifications or equivalent, and be fluent in English. The contractor must also comply with all OCONUS anti-terrorism force protection requirements.
