Summary (Newest Update)

Background The STS TACH TIME project is issued by the United States Air Force, specifically to support the 123rd Special Tactics Squadron (STS). The mission of this contract is to provide aircraft and aircrew for military parachute operations, including various training exercises. The goal is to ensure that the necessary resources are available for effective military freefall and static line parachute operations in designated locations. Work Details The contractor shall provide 40 hours of aircraft tach time using civilian or military aircraft capable of supporting parachute operations in and around Kentucky, Indiana, Ohio, Michigan, Merced CA, Elsinore CA, and DeLand FL. Specifically, the contractor will supply one C-23B Sherpa or Skyvan or an aircraft of equal capacity along with qualified aircrew for Military Tandem Tethered Bundle (MTTB), Military Free Fall (MFF), High Altitude Low Opening (HALO), High Altitude High Opening (HAHO), Double Bag Static Line (DBSL), and Static Line (SL) proficiency training. Coordination with the contractor will occur 30 days prior to the utilization of the aircraft. The contractor must be approved by the US Air Mobility Command (AMC) and possess all necessary aircrew certifications and licenses. Period of Performance The contract will be performed from September 30, 2026, to September 29, 2027. Place of Performance The contract will be performed in Kentucky, Indiana, Ohio, Michigan, Merced CA, Elsinore CA, and DeLand FL. Bidder Requirements Bidders must meet the following requirements: Small Business Set Aside - Total (SBA); possess necessary aircrew certifications and licenses; be approved by US Air Mobility Command (AMC); have qualifications to provide specified aircraft and aircrew for military parachute operations. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent, with WIN Win Aviation holding multiple prior STS “tach time” airlift service contracts under the same location code (W50S8L). Prior awards include W50S8L21P0016 ($222,000; 09/28/21–09/29/26), W50S8L24PA005 ($198,750; 09/30/24–09/29/25), and W50S8L25PA011 ($147,500; 09/30/25–09/29/26), all described as providing aircraft tach time for parachute training support. The current requirement for 40 hours of C-23B Sherpa/Skyvan (or equal) aircraft and qualified aircrew for MTTB, MFF, HALO/HAHO, DBSL, and SL proficiency training in the same general operating areas is consistent with a continuation of these prior tach time services.
