CDBG - Lead Based Paint Inspection and Risk Assessment

Background

The City of Lubbock, through its Community Development department, is seeking bids from qualified vendors for a Lead Based Paint Inspection and Risk Assessment for a single-family residential home. This initiative aims to ensure compliance with health and safety regulations regarding lead-based paint in residential properties.

Work Details

The contractor will conduct a comprehensive Lead Based Paint Inspection and Risk Assessment according to the protocols issued by the Texas Department of Health and other relevant federal and state agencies. The work includes: 1. Drawing and layout of the house with measurements of all rooms, including dust and soil sampling locations. 2. Identification of windows and doors with their respective sizes. 3. Interior dust wipe sampling from each room using an NLLAP accredited laboratory, including samples from window sills. 4. Exterior soil sampling from each side of the house if bare soil exists, particularly in play areas. 5. Provision of a summary notice detailing the findings of the inspection and risk assessment. 6. Delivery of all results from XRF testing and laboratory analyses, including performance characteristics sheets for the XRF device used. 7. A paper copy of the inspection report must be delivered to the homeowner, who must sign a 'Notice of Evaluation' form that is included with the report.

Period of Performance

The contractor agrees to commence work on a date specified in a written 'Notice to Proceed' and complete the project within 4 weeks from that date.

The contract will be performed at 2606 1st St, Lubbock, TX 79415.

Bidder Requirements

Bidders must comply with various certifications including Conflict of Interest Questionnaire, Non-Collusion Affidavit, Suspension and Debarment Certification, and provide proof of insurance as specified in the solicitation documents. Additionally, contractors must be registered with HUD's federally debarred list.
