This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the interest, availability and capability of qualified sources, particularly small businesses, to provide yearly preventive maintenance, inspection, and repair services for four (4) Cat C32 100 kW (60 Hz) Diesel Generators (Existing Government Equipment) located at the WCDAS, Wallops Island, VA. The Government seeks to identify qualified small business vendors who can meet the Government's needs in terms of fair market prices, quality, and delivery of services for existing equipment. The Government's Requirements will include a base year and four (4), one-year options. The anticipated performance start date for the base year is September 8, 2026.
This notice includes Brand Name Requirements. The brand name for the existing Government generators is Cat C32 100 kW (60 Hz) Diesel Generators. The Government requires: 1) yearly preventive maintenance services; and, 2) repairs, as needed, to maintain the four (4) Cat C32 100 kW (60 Hz) Diesel Generators in accordance with the Original Equipment Manufacturer's (OEM) specifications. The current preventive maintenance services are being provided on an alternating basis. Therefore, a year of MAJOR preventive maintenance services is provided, followed by a year of MINOR preventive maintenance services. The four (4) Cat C32 100 kW (60 Hz) Diesel Generators must be maintained in accordance with the OEM's specifications, by OEM certified personnel using OEM parts and materials. The existing generators are a critical part of WCDAS's power systems and must provide power to the station during commercial power outages, as well as during and after catastrophic weather events. Therefore, proper preventive maintenance services and repairs, as needed, to existing generators are considered mission-critical to the Government's operations.
The contractor shall provide all necessary labor, tools, equipment, and expertise to perform yearly preventive maintenance, diagnostics, calibration, and inspection services on a Firm-Fixed-Price (FFP) basis. The scope of services also includes a mechanism for separately ordering on-call repair services each year, and as needed. -
At a minimum, the contractor must be able to provide ALL services for four (4) Cat C32 100 kW (60 Hz) Diesel Generators. -
- OEM certified personnel perform yearly preventive maintenance services in accordance with OEM specifications using OEM parts and materials. - Conduct comprehensive inspections of all electrical, mechanical, pneumatic, hydraulic, and coolant systems. - Provide detailed written service reports after each visit, documenting work performed, deficiencies found, and recommendations for corrective actions. - FFP Pricing for the preventive maintenance portion shall be inclusive of all labor, tools, equipment and travel (e.g., per diem expenses). Repairs - Ability to diagnosis the existing generators for needed repairs, provided a quote for repairs and perform on-call reactive repairs, as needed. Repair services will be separately funded from yearly preventive maintenance services and will be funded as needed. - Required Information from Interested and Capable Vendors: Interested and capable small business vendors MUST submit a capability statement of no more than five (5) pages that addresses the following:
Company Name, Address, UEI, CAGE Code, and Point of Contact (Complete Name, Title, Phone, Email).
A statement and evidence of your company's socioeconomic status (e.g., Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman-Owned Small Business (WOSB), 8(a), HUBZone, etc.). - Capability, Experience and OEM Certification: - - A detailed description of your company's capability to perform all services described in Section 3.0 of this notice. - - Provide at least two (2) examples of recent (within the past three years) contracts that are relevant (similar or the same in terms of size, scope and complexity) to the Government's Requirements described in this notice. Specifically, highlight experience providing preventive maintenance and repairs for Cat C32 100 kW (60 Hz) Diesel Generators. - - Written official documentation from the OEM to prove your company's OEM certified service provider status. Also, written official documentation from an OEM Official Authorized Independent Dealer may be submitted to prove your company's certified service provider status. - Submission Instructions and Due Date & Time: Please submit your capability statement and all required information, described in Section 4.0 of this notice, via email to Mary Thomsen, Contract Specialist, at mary.thomsen@noaa.gov and Cc Mario Gray, Contracting Officer, at mario.gray@noaa.gov no later than June 22, 2026 at 3:00 PM ET.
