Background The Department of Veterans Affairs (VA) South Texas Health Care System, specifically the Audie L. Murphy VA Medical Center (STX VAMC), is seeking to address significant parking shortages due to facility growth and increasing patient volume. The goal of this contract is to provide offsite overflow parking solutions to enhance access for Veterans, caregivers, visitors, and staff. Work Details The contractor will provide Parking-as-a-Service (PaaS) support that includes: - Supplying a minimum of 350 dedicated parking spaces within one mile of the STX VAMC. - Enhancing traffic flow and improving patient experience by managing parking effectively. - Ensuring continuous availability of leased spaces during defined operating hours. - Maintaining a safe, secure, and well-lit environment that complies with local codes and industry best practices. - Delivering timely customer service and issue resolution, along with accurate reporting on usage and incidents. - Providing all necessary labor, management, equipment, permits, technology, and materials for a complete parking solution. - Implementing safety measures including lighting and security protocols appropriate for the parking environment. Period of Performance Base Year: July 20, 2026 - August 19, 2027; Option Year 1: July 20, 2027 - August 19, 2028; Option Year 2: July 20, 2028 - August 19, 2029; Option Year 3: July 20, 2029 - August 19, 2030; Option Year 4: July 20, 2030 - August 19, 2031. Place of Performance Parking facilities must be located within one mile of the Audie L. Murphy VA Medical Center at 7400 Merton Minter St., San Antonio, TX. Bidder Requirements Bidders must be Service Disabled Veteran Owned Small Businesses (SDVOSB). They are required to demonstrate relevant experience in providing similar services and must comply with all applicable federal regulations regarding safety and accessibility standards.
