Summary: Background The Western Area Power Administration (WAPA), part of the U.S. Department of Energy, is responsible for marketing and delivering wholesale electricity from multi-use water projects. The Weld Substation Stage 05 project aims to enhance the electrical infrastructure by constructing and completing necessary upgrades at the Weld Substation, which is critical for maintaining reliable power distribution in the Rocky Mountain Region. Work Details The contract involves several key construction tasks: - Removal and installation of a 230/115-13.8-KV, 150MVA transformer (KV1A) - Removal and installation of an associated 230/115KV take-off structure - Installation of a new station service - Removal of existing station service - Installation of a new KV2A tertiary station service feed - Construction of associated foundations and structures - Installation of associated electrical equipment - Removal of control building single-phase AC panels - Installation of control building 3-phase AC panels - Site development for Weld Substation, Stage 05. The work must comply with WAPA's Construction Standards and includes mobilization and preparatory work, preparation and submission of a Construction Schedule, compliance with Environmental Standards, and adherence to safety protocols. Period of Performance The contract will be performed over a period determined by the project schedule, which includes mobilization and preparatory work followed by the main construction activities. Place of Performance The construction projects will be performed near Greeley, Colorado. Bidder Requirements Bidders must comply with WAPA's Construction Standards, including obtaining necessary contractor licenses. They are required to provide bid/payment/performance bonds as specified. Additionally, bidders must prepare a Construction Schedule, furnish a Safety and Health Program, comply with applicable Environmental Standards, and submit ground lead test reports prior to use.
