Summary

This is a solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QL0000148 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO). The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is an unrestricted solicitation. All responsible sources may submit a quotation which shall be considered by the agency. It is anticipated that a firm-fixed price purchase order shall be awarded on a competitive basis using tradeoff method as a result of this solicitation for the following items:

Concerns having the expertise and required capabilities to provide these repairs/overhauls are invited to submit offers in accordance with the requirements stipulated in this solicitation. The contractor shall furnish a Certificate of Conformance (COC) IAW FAR clause 52.246-15. The COC must be submitted in the format specified in the clause. Background The U.S. Coast Guard (USCG) operates 18 HC-144 (CN235-300M MPSA) series medium range surveillance aircraft manufactured by CASA. The Aviation Logistics Center (ALC) is responsible for program depot maintenance, supply support, technical/engineering support, and contracting related to the HC-144. The aircraft is equipped to perform various USCG missions including search and rescue, maritime safety, security, logistics, national defense, and protection of natural resources. This solicitation seeks to establish a contract for integral fuel tank repair services for these aircraft. Work Details The contractor shall perform sealant removal of specified internal tank surfaces to prepare them for non-destructive testing as required by the Original Equipment Manufacturer (OEM) Airworthiness Limitations Inspection. After inspection by ALC, the contractor will re-seal the specified internal tank surface areas according to USCG standards. The contractor is responsible for all necessary functions including tooling, manuals, test equipment, parts, materials, engineering services, management, maintenance, documentation, and preservation. A warranty plan must be established to cover all repair work and services provided. The contractor must be a Federal Aviation Administration (FAA) Authorized Repair Center with experience in repairing CN235 fuel tanks and must be ISO 9000 compliant or have an acceptable quality system. The contractor shall provide all parts, labor, tooling, and test equipment necessary for evaluating and sealing the aircraft fuel tanks. Specific sealants PR-1782 or PR-1422 must be used in conjunction with required seal caps; sealant Z-16.201 is prohibited. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The work will be completed on-site at the Aviation Logistics Center (ALC). Bidder Requirements Bidders must have experience in effectively repairing aircraft CN235 fuel tanks and must be a Federal Aviation Administration (FAA) Authorized Repair Center. They should also be ISO 9000 compliant or have a quality system acceptable to the Coast Guard.
