Background The contract is issued by the Department of the Air Force for the upgrade of the surveillance system at Travis Air Force Base Dormitory. The mission is to ensure compliance with Section 889 of the John S. McCain National Defense Authorization Act of 2019, which prohibits certain telecommunications equipment and services. The goal of this contract is to remove outdated surveillance equipment and install a new compliant IP-based camera surveillance system across multiple dormitory buildings. Work Details The contractor will remove and dispose of 416 existing surveillance cameras and associated equipment across 18 buildings (1304, 1305, 1308, 1309, 1314, 1315, 1316, 1317, 1331, 1332, 1334, 1350, 1351, 1352, 1353, 1354, 1355 and 1356). The new installation will include: - A total of 630 new surveillance cameras (including an additional 214 cameras), - 57 exterior mounted and oriented cameras, - 706 new environmental sensors, - New cabling and conduits using CAT 6A cabling. The contractor must provide all necessary personnel, equipment, supplies, facilities, storage, transportation, tools, materials, supervision and other items required to complete this project. Compliance with NDAA/TAA standards is mandatory. Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance Travis Air Force Base Dormitory Campus. Bidder Requirements Bidders must comply with Hubzone Set-Aside (HZC) requirements. Contractors must ensure that all installed equipment meets NDAA/TAA compliance standards. Incumbent Analysis (see Incumbents section for more detail) The prior awards for surveillance camera system maintenance and related monitoring activities at Travis AFB indicate a confirmed incumbent and/or closely related prior work that appears to align with this Dorm Cameras requirement. For example, Adon Products (FA442721P0131, $111,302, 09/30/21–09/29/26) performed surveillance camera system maintenance for four buildings, and Smartnet (FA442722P0006, $96,631, 12/01/21–11/30/26) provided surveillance camera maintenance per the SOW; both are consistent with ongoing support of installed IP-based camera systems.
