Fire Alarm, Fire Protection Inspection and Testing

Summary (Newest Update)

Background The Department of Veterans Affairs (VA) is seeking a contractor to provide fire alarm and fire protection inspection and testing services for the Los Angeles Ambulatory Care Clinics. This initiative aims to ensure compliance with VA, local, and The Joint Commission (TJC) codes and standards, thereby enhancing safety and operational efficiency within the healthcare facilities. Work Details The contractor will be responsible for the following tasks: 1. Conducting fire system testing and inspection at the Sepulveda Base and Los Angeles Ambulatory Care Clinics. 2. Performing annual monitoring of fire systems for multiple buildings including but not limited to Buildings 1, 7, 10, 20, 22, 23, 24, 25, 62, 99, 200, 201, and 202. 3. Programming cellular dialers for fire systems in specified buildings. 4. Providing emergency repair services as requested by the VA. All services must comply with relevant codes and standards as outlined in the Statement of Work. Period of Performance The contract will commence on July 1, 2026, with an initial base period ending on June 30, 2027. There are options for extending the contract for additional periods up to five years. Place of Performance Services will be performed at the VA Greater Los Angeles Healthcare System locations including Sepulveda and Los Angeles Ambulatory Care Clinics located at 16111 Plummer St., North Hills CA. Bidder Requirements Bidders must be Service-Disabled Veteran-Owned Small Businesses (SDVOSBC). Additionally, contractors are expected to have relevant staffing credentials in fire safety inspections and may require specific licenses or certifications related to fire protection services. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on the prior contract 36C26225P1659 awarded to Zcas Solutions for $80,166 (07/14/25–08/13/26) for “FIRE ALARMS INSPECTIONS.” The current requirement for fire alarm and fire protection inspection/testing at VA Los Angeles Ambulatory Care Clinics and related monitoring activities aligns closely with the prior scope, suggesting continuity in performing recurring fire alarm inspection services at the same type of healthcare facilities.
