ACC-APG, on behalf of Product Manager Soldier Maneuver Sensors (PdM SMS), is issuing this Request for Information to conduct market research on commercially available or near-production-ready handheld devices that can serve as the next-generation End User Device (EUD). Disclaimer: This is an RFI for market research purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Government will not award a contract based on this RFI, nor will it pay for any information or administrative costs incurred in response to it.

Background The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), on behalf of the Product Manager Soldier Maneuver Sensors (PdM SMS), is conducting market research for commercially available or near-production-ready handheld devices to serve as the next-generation End User Device (EUD) for the Nett Warrior program. The Nett Warrior program enhances situational awareness and command and control for dismounted leaders using a commercial-off-the-shelf Android OS-based smartphone. The current EUD requires a lifecycle replacement, with integration of a new platform projected to occur in Fiscal Year 2027 to support fielding beginning in Fiscal Year 2028. Work Details The RFI seeks information on handheld devices that can meet the following specifications: 1. **Connectivity**: Must support operations in Disconnected, Intermittent, and Limited (DIL) environments with multiple access options (physical, wireless, wide-area cellular). Details required on connection endpoints (USB-C, LTE, Bluetooth, Wi-Fi, 5G) and external interface ports. 2. **Display**: Touchscreen must function in adverse conditions; operable with gloves and in wet conditions; impact-resistant with specified screen size, resolution, and brightness. 3. **Environmental**: Ruggedized to withstand harsh environments; must meet IP68 and MIL-STD-810H standards with documentation provided. 4. **Ruggedness**: Must withstand tactical operations; details on MIL-STD-810H compliance for shock/drop and vibration tests required. 5. **Security/Data Enclave**: Capable of operating in Sensitive But Unclassified (SBU) and Classified data enclaves; must be on NSA's CSfC approved components list or provide status of certification. 6. **Battery & Power**: Specifications for battery capacity, life, swappability, charge time, and fast charging capabilities needed. 7. **Performance**: Sufficient processing power and memory for tactical applications; details on RAM and processor specifications required. 8. **Electromagnetic Footprint**: Must communicate seamlessly with military systems; EMI testing results against MIL STD 461 needed. 9. **Storage**: Internal storage capacity details required along with external storage support. 10. **Operating System**: Must run a flexible Android OS; plans for OS updates and integration of custom ROMs needed. Period of Performance Integration of the new EUD platform is projected to occur in Fiscal Year 2027 to support fielding beginning in Fiscal Year 2028. That effort procured brand name Samsung S23 Tactical Edition 3.0 smartphones with a mission support license bundle and components for use as the Nett Warrior end user device, which aligns closely with the current RFI’s focus on next-generation handheld EUDs for Nett Warrior and suggests continuity in device class, mission support needs, and integration requirements.
