Summary

The 42d Contracting Squadron, Maxwell AFB, AL is requesting information from industry to assist in finalizing the acquisition strategy to provide essential Local Telecommunication Services (LTS) and features in accordance with the attached Draft Performance Work Statement (PWS). All feedback and information received may be used to determine the appropriate acquisition strategy.

NOTES OF IMPORTANCE

- A solicitation does not exist for this requirement. This is only a sources sought notice, so please do not submit proposals. The Government does not intend to award a contract on the basis of this notice. - If the Government decides to pursue a solicitation, portions of your responses to this sources sought may be incorporated into the final solicitation. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. - Respondents will not be reimbursed for any costs incurred in responding to this sources sought. Information submitted will not be returned to the respective respondents. - Oral submissions of information will not be considered in response to this sources sought. To assist the Government in developing a potential acquisition strategy, please provide the following information:

GENERAL INFORMATION

Please provide rationale for your answer if different from NAICS 517311. - Please describe any customary commercial contract terms or conditions that you feel would make any resulting contract more effective if applicable. - CAPABILITIES: The Government is seeking qualified, experienced sources interested in providing Local Telecommunication Services (see attached Draft PWS). Please address the following regarding your capabilities in meeting the requirements below: - Is your company capable of meeting this requirement in accordance with the attached Draft PWS? Background The 42d Contracting Squadron at Maxwell AFB, AL is seeking industry input to finalize the acquisition strategy for essential Local Telecommunication Services (LTS) in accordance with the Draft Performance Work Statement (PWS). The goal is to transition from legacy systems to a performance-based acquisition approach that aligns with Air Force Instruction (AFI) 63-138 and Defense Federal Acquisition Regulation Supplement (DFARS) 239.74. This requirement aims to enhance local 'dial-tone' and ancillary services while encouraging contractors to propose improvements to existing processes. Work Details The Contractor shall provide all labor, tools, facilities, materials, and services necessary for local access to designated circuit demarcation points as specified in Appendix 1 of the PWS. Services include installation of transmission equipment and cables for local exchange access, ensuring compatibility with existing Government infrastructure without additional costs. The Contractor must follow all relevant standards set by the FCC, PUC, DoD, AF, and industry norms. Services will be provided 24/7/365 and include operator assistance functions. The Contractor must notify the Point of Contact (POC) of any scheduled outages at least 30 days in advance and follow established procedures for both scheduled and unscheduled outages.
