Background The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) Electromagnetic and Sensor Systems Department has a requirement for engineering and technical services related to the restoration, overhaul, maintenance, sustainment, removal, installation, repair, procurement, logistics, and testing of various platform antennas and antenna systems. This is to ensure operational readiness for Communication and Ship Signal Exploitation Equipment (SSEE) systems deployed in the fleet. The contract is being issued as a Cost-Plus-Fixed-Fee (CPFF) Task Order under the SeaPort-NxG multiple award contract framework. Work Details The contractor will provide services including: - Restoration of various platform antennas. - Overhaul and maintenance of antenna systems and subsystems. - Sustainment activities to ensure operational readiness. - Removal and installation of antennas as required. - Repair and procurement of necessary components. - Logistics support for the movement and storage of antennas. - Testing of antenna systems to validate performance against specifications. Period of Performance The period of performance includes a Base Period of 12 months with four optional periods of 12 months each, totaling up to 60 months if all options are exercised. Place of Performance The work will be performed at locations specified by NSWCDD, primarily focused on naval installations where SSEE systems are deployed. Bidder Requirements Only contractors holding a SeaPort-NxG basic contract are eligible to bid on this solicitation. Offerors must demonstrate relevant experience in providing similar engineering and technical services related to antenna systems. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior contract N0017819D8773-N0017822F3012 awarded to Amentum Services valued at $23,292,704 (11/15/22–05/14/28). The prior award includes engineering and technical services for restoration, overhaul, maintenance, sustainment, removal/installation, repair/procurement, logistics, and testing of platform antenna systems supporting shipboard sensor systems. The scope described for the current “Shipboard Sensor Support” requirement closely aligns with that earlier antenna-system sustainment and test work, suggesting continuity in supporting the same fleet communication and ship signal exploitation equipment.
