THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a Request for Proposal (RFP) nor a request for competitive quotes. The sole purpose of this RFI is for conducting market research and information collection/dissemination only. This RFI is not to be construed as a commitment, implied or otherwise, by the Government that any procurement action will result from this RFI. Furthermore, under no circumstance shall the Government be liable for any costs associated with providing information in response to this RFI. Any information submitted in response to this RFI is strictly voluntary and will become the property of the U.S. Government. Should questions arise, the Government reserves the right to answer all, some, or none of the questions submitted in response to this RFI. Due to pressing timeline of the proposed requirement an immediate response is required from vendors to establish a vendor list. All responses must include the attached questions on the RFI. The project scope encompasses the creation of classes, lessons, instructor guides, and student-facing training materials as described in the PWS. The selected vendor must collaborate closely with the government, which will simultaneously develop the inherently governmental portion of the curriculum, to ensure overall continuity and cohesive branding. This highly compressed effort has an expected completion window of less than four months, with all vendor-developed elements delivered over a tight two-month window. Furthermore, all lessons, activities, templates, and assessments are subject to formal government review and approval prior to deployment. The initial phase of the program consists of a 40-hour, high-engagement, multi-modal curriculum that avoids static lectures or slides. This 40-hour block integrates synchronous and asynchronous elements, including mandatory readings, interactive instructional videos, independent assignments, knowledge assessments, synchronous online group collaboration, and direct interaction with instructors and subject matter experts. The course culminates in an intensive, one-week capstone event focused on high-fidelity, performance-based activities and instructor-led simulations ensuing knowledge of space awareness and their role in superiority. The Vendor will be required to participate in all curriculum development and iteration efforts from pre-execution through post-execution. The Vendor shall be responsible for the complete build-out and technical configuration of all assigned portions of course content within the Government-provided Learning Management System (LMS). Curriculum maintenance and updates will occur on a consistent and reoccurring schedule as part of this effort. Additionally, all required multi-media support and Instructional Systems Design (ISD) support for the performance period are outlined in the PWS. The Government will retain final authority on all course content, instructional methodologies, and learning activities. Due to limited available funding and the accelerated timeline, responses should focus on a demonstration of prior economical approaches, maximizing the use of existing space superiority information and materials or previously developed assets to minimize new development costs. Background The STARCOM Civilian Guardian Course (CGC) is initiated by the United States Space Force (USSF) to address a critical gap in training for Civilian Guardians, who represent over one-third of the total force. The course aims to enhance mission integration and retention of civilian talent by providing a structured developmental experience. This program is built upon insights from prototype courses conducted in various locations, including Los Angeles and Colorado Springs, which tested content and curriculum based on USSF guidelines. Work Details The contractor will be responsible for the design, development, and maintenance of all course materials, including lesson plans, instructional aids, student/instructor guides, and multimedia products. Key tasks include: 1. Collaborating with government personnel to ensure continuity and branding consistency in curriculum development. 2. Place of Performance The contract work will primarily take place at locations designated by the U.S. Government as part of the CGC program. Bidder Requirements Bidders must demonstrate expertise in instructional design with a focus on adult learning theory and experience in developing online learning for professional audiences. A Master's degree in Adult Education or Instructional Design is preferred along with at least three years of relevant experience. Additionally, bidders should have proven ability to collaborate with technical Subject Matter Experts (SMEs) to translate complex content into accessible learning modules.
