Summary (Newest Update)

Background The U.S. Geological Survey (USGS) is conducting market research to identify qualified businesses capable of providing a service maintenance agreement for a TESCAN MIRA4 Scanning Electron Microscope. This instrument is essential for supporting research on Alaska volcanoes and requires periodic maintenance that cannot be performed by USGS staff, necessitating vendor field engineers. The goal of this contract is to ensure the operational readiness and reliability of the microscope through professional maintenance services. Work Details The service contract will cover routine maintenance, including software upgrades, and provide access to field engineers for unforeseen instrument malfunctions. Specific requirements include: - Priority telephone support with a guaranteed minimum response time of 24 hours. - Phone-based technical support from TESCAN factory-certified engineers as needed. - Priority scheduling for all site visits. - Certified engineers to diagnose problems and replace failed components from local inventory, restoring the SEM to factory specifications. - Provision of certified software updates at no charge. - Return of specific parts requiring repair or testing to a TESCAN facility if necessary. - One Preventative Maintenance (PM) and calibration per year, which may coincide with maintenance calls, covering software modifications and system performance verification. - Provision of one FEG Emitter on an as-needed basis, with a maximum of one replacement every two years. - Inclusion of unscheduled maintenance visits at no additional cost, with no limit on the number of unforeseen visits. - On-site visits, labor, genuine spare parts, and travel expenses covered by the vendor during the contract period. Period of Performance December 1, 2026 to November 30, 2027 Place of Performance Anchorage, Alaska 99508 Bidder Requirements Bidders must demonstrate their capability to meet the statement of work requirements outlined in this announcement. They should indicate whether they are classified as a small or large business under the applicable size standard. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior SEM service contract award 140G0326P0007, awarded to Tescan USA for $26,235 (12/11/25–11/30/26) for “Scanning Electron Spectrometer (SEM) Service Contract.” The current requirement for a TESCAN MIRA4 SEM maintenance agreement—including routine preventative maintenance/calibration, priority technical support, software updates, and on-site field engineer troubleshooting and parts replacement—appears to be a continuation of the same type of vendor-supported SEM service coverage.
