NOTICE OF INTENT TO AWARD

The Government hereby submits a notice of intent to award a sole source, firm-fixed-price purchase order to:

54 Riverview Street

Portland, CT 06480 It is the determination of the U.S. Government that Birdon NE is the only source reasonably available to provide the required storage and winterization of a 47' Motor Life Boat (MLB), asset 47251, pending final disposition. The justification for this sole-source action is detailed in the attached Justification for Other Than Full and Open Competition (JOTFOC #52000PR260025578). The vessel is currently located at the Birdon NE facility, having been moved there for a Service Life Extension Program (SLEP) evaluation that revealed extensive hull damage. Due to the vessel's compromised condition, it cannot be safely trailered. Relocating the asset would necessitate a hazardous tow operation on the Connecticut River, incurring significant operational risk and additional costs with no commensurate benefit. Continued storage at the current location is the most practical and cost-effective course of action, preserving flexibility for future repair or program decisions while minimizing unnecessary movement and expense. The total estimated value of this action is $8,738.31. This sole-source contracting action is in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1). This notice constitutes a synopsis of the services included in this requirement.

Summary (Newest Update)

Background The U.S. Government intends to award a sole source, firm-fixed-price purchase order to Birdon NE for the storage and winterization of a 47' Motor Life Boat (MLB), asset 47251, pending final disposition. The decision is based on the determination that Birdon NE is the only source reasonably available for these services due to the vessel's compromised condition and location. Work Details The contractor will be responsible for the storage and winterization of a 47' Motor Life Boat (MLB), asset 47251. This includes maintaining the vessel at the Birdon NE facility where it was moved for a Service Life Extension Program (SLEP) evaluation that revealed extensive hull damage. The vessel cannot be safely trailered, and relocating it would require a hazardous tow operation on the Connecticut River, which poses significant operational risks and additional costs without benefits. Continued storage at the current location is deemed the most practical and cost-effective solution, allowing for future repair or program decisions while minimizing unnecessary movement and expenses. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Birdon NE facility, Portland, CT. Bidder Requirements This opportunity is set aside as 'Small Business Set Aside - Partial (SBP)'. Bidders must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder critical mission objectives. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior contract award 70Z04025PSBPL0101, awarded to Birdon America for $5,084 (09/10/25–02/20/26) with the prior work described as “STORAGE.” The current sole-source action is also for storage and winterization of the same type of asset (a 47' Motor Life Boat) at the Birdon NE facility, and it references the vessel being moved there for an SLEP evaluation—suggesting the new requirement is a continuation of ongoing storage activities pending final disposition.
