Background The Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Capital Equipment Division is the contracting activity responsible for this justification. The purpose of this justification is to procure an upgrade for the existing General Electric (GE) Magnetic Resonance Imaging (MRI) System at Fort Campbell, KY under contract SPE2D1-17-D-0015, which is valid through February 17, 2027. This justification allows the acquisition to proceed without following the fair opportunity process due to the unique capabilities of GE as the original equipment manufacturer (OEM). Work Details The procurement involves one (1) upgrade to the existing GE MRI unit, which will include both hardware and software enhancements resulting in a new functional unit. The estimated total price for this upgrade is $1,872,709.92. This cost covers: - Removal of existing hardware and software components; - Installation of new hardware and software components; - Provision of new flexible MRI coils; - Training; and - Site preparation incidental to the MRI suite. The upgrade aims to enhance image quality and reduce acquisition times for MRI scans, ensuring that the system meets current technology standards and clinical capabilities. Bidder Requirements Only GE can provide the necessary equipment and supporting upgrades due to compatibility with the existing system. Other vendors' parts are not compatible with GE's MRI system. If another vendor were to perform work on the GE unit, it would void warranties and cybersecurity agreements with DoD.
